One of the reasons for the lack of recognition of such work is the lack of a mechanism through which academics or their managers could obtain independent expert review of those elements of their teaching scholarship represented in the resources they have developed. Thus, it is not possible to provide independent assurance that the investment of time and other resources in those resources is likely to achieve their intentions.
This paper outlines a mechanism for expert peer review of ICT based teaching resources that will allow for both quality assurance and recognition of achievements. This work is 'under development', so the intention is to invite constructive feedback on its initial implementation as well as its potential for wider application. The mechanism is modelled on the widely accepted practices of peer review used in the areas of funding and publication. The paper includes comments from those most directly involved in its initial operationalisation.
